From November 2025, the Australian Government is introducing a new funding program called Support at Home. This new program will replace the current Home Care Package (HCP) Program.
From 1 July 2027, the Support at Home program will also replace the Commonwealth Home Support Program.

Support at Home will be responsive to the diverse and changing needs of Aboriginal and Torres Strait Islander people through:
including culturally-safe care services on the service list – such as assistance to participate in cultural activities and access to Aboriginal and Torres Strait Islander health practitioners and health workers
providing a supplement for extra hours of care management to providers that support older Aboriginal and Torres Strait Islander participants.
No. From the 1st of November 2025, all current Home Care Package (HCP) recipients will automatically be transitioned to the Support at home program.
If you start a Home Care Package before 1 November 2025, you’ll transition to the new program automatically – no reassessment required.
If your care needs increase in the future, you’ll need a new assessment under the Support at Home classification system.
The changes are part of the government's response to the Royal Commission into Aged Care Quality and Safety.
The new Support at Home program is designed to make it easier for older Australians to access the services they need, aligning with the Commission’s recommendations for better, more accessible care.
Contributions in the Support at Home system differ from the Home Care Package. The program is designed to help people stay at home and out of hospital. Services are grouped into three categories: clinical care, independence, and everyday living.
Fees will depend on your funding level and personal circumstances (whether you are a full pensioner, part pensioner, or self-funded retiree). For participant contributions, a no worse off principle applies for grandfathered HCP recipients who, on 12 September 2024, were either receiving a Home Care Package, on the National Priority System, or assessed as eligible for a package. These participants will make the same contributions, or lower, than they would have had under HCP program arrangements, even if they are re-assessed into a higher Support at Home classification at a later date.
The Support at Home program will take effect from 1 November 2025. While the program is changing, it is expected that recipients will receive more comprehensive, high-quality care under Support at Home. These reforms aim to enhance the level of support available to you at home.

If your current HCP is meeting your care needs, you do not need to be reassessed. However, if your needs have changed, contact us and we can organise a review of your Health plan/Care plan and refer you to be reassessed into a new Support at Home classification with a higher budget.
